Resolution submitted to the California Democratic Party by the La Jolla Democratic Club 2009:
WORLD-CLASS EDUCATION SYSTEM BY 2020 (Third Revision 11/08/09)
WHEREAS, high quality public education, which provides opportunities for all students to reach their full potential, is the backbone of a free democracy; is a central plank of the platform of the Democratic Party; and is a priority goal of President Barack Obama; and
WHEREAS, the most recent 2006 Program for International School Assessment (PISA) results ranked the United States below the average of most other developed nations in mathematics (35th between the Russian Federation and Croatia) and science (29th, between Latvia and the Slavic Republic); and the US ranked well below most other industrialized countries in two key application areas of mathematics literacy and problem solving; and these results have grave implications for the immediate future of American graduates to meaningfully participate in our democracy and secure employment and compete professionally in a 21st century global economy; and
WHEREAS, President Obama and his administration have made high quality education a priority for all students by setting high expectations; providing funds, technology and resources necessary to reach these expectations; addressing essential elements of meaningful school reform (such as reforming of No Child Left Behind, investing in early childhood education; recruiting, preparing, retaining, and rewarding teachers; supporting strong school leaders, making science and math education a national priority, helping our most at-risk children succeed in school, investing in what works, enlisting parents and communities to support teaching and learning, and committing to fiscal responsibility); and assuring that our graduates are college and career ready to compete in a global economy;
THEREFORE BE IT RESOLVED, that the California Democratic Party calls on President Obama and his administration to work collaboratively with educators and all grass-roots stake holders (students, parents, teachers, administrators, and the broader community) to plan and implement a world class public education system that is based on state of the art multiple assessment evaluation techniques, standards-based reform strategies, teaching and learning best practices research, and sufficient funding, technology and human resources for full implementation; and
BE IT FURTHER RESOLVED, that the California Democratic Party take a leadership position on public education and support legislation and regulations that produce immediate and robust reforms, resulting in a world-class public education system ranked number one by 2020.
